ШЕЛЛЕНБЕРГ, О. Р. Тайный договор в Вероне: газетная выдумка.

Речь идет о секретном соглашении, заключенном между Россией, Австрией, Пруссией и Францией на Веронском конгрессе 1822 г. и имевшем в виду борьбу с революционным и демократическим движением в Европе, уничтожение представительного образа правления, свободы печати и т. п.

Проникшие в печать сведения об этом тайном договоре способствовали несмотря на официальное "опровержение" усилению изоляционистского течения во внешней политике Соединенных штатов и победе доктрины Монроэ. Американские историки и дипломаты выражали уверенность в достоверности существования тайного договора 1822 г., вошедшего, кстати сказать, в официальный американский дипломатический кодекс, они видели в нем подтверждение реакционности политики европейских держав и делали вывод в пользу необходимости изоляции Соединенных штатов, которой автор статьи решительно не сочувствует. Рассматривая тайный договор 1822 г. в качестве газетной выдумки, автор неожиданно выступает в роли апологета Священного союза, считая, что современники преувеличили его реакционность, и выражает сожаление по поводу того, что Соединенные штаты не только не участвовали в организации Священного союза, но и в дальнейшем отказались принимать участие в подобных попытках международного сотрудничества. Автор совершенно неосновательно видит в Священном союзе, этой чисто реакционной организации, какой-то зародыш Лиги наций и, исходя из осуждения "изоляционистской" тенденции во внешней политике США послевоенного периода, распространяет эту свою оценку на период после Венского конгресса. Кстати, эта вопиюще неправильная оценка Священного союза как "Союза народов" находит сейчас довольно широкое распространение (см. книгу Schwarz,

Wilhelm "Die heilige Allianz. Tragik eines europaischen Friedensbundes". Stuttgart. Cotta. 1935). В неудаче Священного союза начинают искать исторический прецедент "трагедии Лиги наций". Отметим также, что самое значение Веронского соглашения или слухов о нем для выработки доктрины Монроэ преувеличено Шелленбергом: здесь действовал и ряд других факторов.
